Somers III and Elizabeth Somers: “Hurricane Irene’s death toll increased by two Wednesday after Maine officials released the names of an elderly Lafayette Hill couple who died of apparent carbon monoxide poisoning from an emergency generator at their summer home at Sebago Lake. Lewis S. Somers III, 85, and his wife, Elizabeth, 84, of Foxhound Drive, were discovered Tuesday inside their house in Raymond, where a propane generator in the basement was running because the storm that roared through Maine on Sunday knocked out electricity for more than 48 hours on their lakeside cove.
“Investigators said a neighbor who went to check on the couple Tuesday found them unconscious. Firefighters who responded wearing oxygen packs took readings with a carbon monoxide detector and found the levels ‘over the maximum on the meter,’ said assistant fire chief Bruce Tupper. Investigators said the generator had a permanent connection to an exterior exhaust system and it was not immediately clear what went wrong. Andrew Smith, Maine’s state toxicologist, told reporters that a single gas-powered generator can produce as much toxic carbon monoxide exhaust as 100 idling automobiles.

“(CN)-A woman whose daughter drowned in her car after floodgates were opened in anticipation of Hurricane Irene cannot sue New Jersey, a federal judge ruled. Celena Sylvestri, 20, had been driving in Salem County, N.J., on Aug. 28, 2011, when floodwaters reportedly swept her car off the road and killed her.
“Kathryn Van Orden, the woman’s mother, sued New Jersey, its state police, and Department of Environmental Protection Bureau of Dam Safety and Flood Control; the Borough of Woodstown and its police department; Salem County and its sheriff; Pilesgrove Township; and unnamed individuals and companies. The federal complaint alleged that the defendants had opened the floodgates of the Veterans Memorial Lake Dam without notifying drivers or closing the road. Without notice, Sylvestri had no reason to expect potentially dangerous conditions, according to the lawsuit.
“In a motion to dismiss, the state officials said that sovereign immunity under the 11th Amendment bars the District Court from hearing private parties’ claims for money damages to be paid from public funds. The rescue workers were pulled from the water without injury. One man on the raft suffered from hypothermia after being forced to cling to a tree for 2 hours until he was rescued. “A Westchester County man died and two of his companions had to be rescued after a rafting trip on a hurricane-roiled river in Westchester County went horribly wrong Sunday. Peter Engel, 53 of Cross River, drowned after the group’s raft capsized in the Croton River about 5:40 p.m., authorities said Monday. Engel, a psychiatrist and the father of two adult children, had more than 35 years experience in whitewater rafting around the world, a devastated friend said….One of [the] rafters, Brian Dooley, 33, of Yorktown Heights, N.Y., was adrift for three hours but eventually rescued from the rapids by emergency responders with help from an NYPD helicopter. The group of five had sought adventure on the river’s storm-swelled currents. ‘You could call them extremists who wanted to experience extreme rapids,’ said Lt. Commander Russel Harper of the Croton Police Department. ‘The river was excessively dangerous and extremely rapid as a result of the earlier rainfall form Hurricane Irene.’
“After the raft flipped over in the turbulent currents, two men, Wolfert, 37, of Croton-on-Hudson, N.Y., and Kenneth Giaquinto, 37, of Valhalla, N.Y., swam to the shoreline. Joseph Ceglia, 33, of White Plains, N.Y., was clinging to branches in the river and rescuers pulled him ashore safely. “There was no sight of Dooley for nearly two hours before rescuers spotted him holding desperately onto a tree near the river’s edge….When members of the Croton Fire Department joined the rescue effort, their boat capsized. But Dooley was still holding onto the tree for dear life as night fell. About an hour after he was first spotted, he lost his grip on the tree – just as an NYPD air-sea-rescue helicopter zoomed to the scene, Harper and NYPD officials said. Police on board the helicopter used the chopper’s spotlight to track Dooley as his head bobbed in the current. He was swept about a half-mile down the river, but because the NYPD helicopter crew kept the spotlight on him as he drifted, rescuers in a Croton police boat were able to pluck him from the water, the officials said. An investigation found that Mikita Fox, 23, of Ontario, and Danine Swamp, 24, of Nedrow, New York, “failed to observe that the roadway, traversing a bridge over the Great Chazy River, had partially washed away as a result of the intense rain,” New York State Police said in a statement. “As the vehicle entered the bridge it was pulled into the river as a result of the extreme current and water level. “Altona, NY – Hurricane Irene has claimed the life of 23-year-old Wikwemikong man and well-known athlete, Mikita Fox. According to a report from the Press Republican on Monday, Mr. Fox and Danine Swamp of Nedrow, New York, were travelling along Devil’s Den Road in Altona, New York, on Sunday night when witnesses say they saw their vehicle entered the water near a washed-out bridge. The newspaper reports that police and rescue workers searched the area, eventually finding the car and the bodies of Mr. Fox and Ms. Swamp in the heavily flooded woods….Altona Town Supervisor Larry Ross told the Press Republican that rushing water had stripped the pavement and underlying soil from the bridge, .creating a drop of between 12 and 15 feet to the box culvert beneath…it was full of water,’ Mr. Ross added….

Kronbichler, who lived on Route 214, fell into the flood waters of the Stony Clove Creek just above Ostrander Road. At the time, he was helping another person move their vehicle to safety from one side of a bridge to the other when the embankment gave away, plunging him into the water. “Joe Rocco, “the Mayor of Heckscher” died windsurfing Hurricane Irene on Sunday…. the only Long Islander to die as a result of Tropical Storm Irene…In the Yahoo Long Island Windsurfing bulletin board, his very dear girlfriend Marianne tells this story…. They drove to Shirley and found one windsurfer already there [James]…Joe launched to take a few runs ‘to see if it was too much for me to handle.’ Marianne took another wind reading, and got 45-50. James came back in as the winds were now too much for him, and Marianne decided not to launch. Visibility was limited. A nearby spectator with a telephoto lens on his camera said it looked like Joe was separated from his rig and was following it to shore. Marianne and James tried walking along the shore to meet Joe where they thought he’d come in, but the beach was mostly gone or covered with debris so they walked down the road. The police and EMT’s showed up, went out with James to look for Joe, and told Marianne to meet them at Brookhaven Hospital. Neither the EMT’s nor the hospital was able to resuscitate him. Marianne said Joe’s head ‘was very badly banged up, nose probably broken, bruising around his entire upper face. Something had obviously hit his head very badly and he hopefully didn’t even know what hit him.’ Joe was a skilled windsurfer. But when the owner of the nearby City Island Marina went to check his property about 4:40 p.m., he spotted Sierra’s body floating in the water and tangled between two boats, he said….Locals believe the father of 13, who lives in Crotona Park East, fell in the water near his boat and drifted to the neighboring marina. ‘He came alone,’ said Eric Irizarry…whose daughter is married to one of Sierra’s sons. ‘His wife told him not to leave, but he went anyway. Sharon L. Stein: “Albany – Police have identified the Clarksville woman who was swept into the Onesquethaw Creek Sunday morning in the area of Slingersland Ave. and Tarrytown Rd. in the town of New Scotland. At approximately 12:18 p.m., Geoffrey Stein, of Slingerlands Ave. called 911 to report his wife, Sharon L. Stein, 68, missing from their residence. Mrs. Stein had last been seen exiting the residence to load belongings into their vehicle as the couple were preparing to evacuate due to the Onesquethaw Creek rising water level. The Onesquethaw Creek runs adjacent to the Stein residence. Initial search efforts were unsuccessful due to swift water and flood conditions. At 4:37 p.m. Sunday, Mrs. Stein’s body was spotted by passerbys in the creek, amongst trees in the water, a short distance away. Investigator Karl Meybaum says 72-year-old Stephen Terleckey was apparently going to check on his flooded business and traveled several miles past warning barricades when he ran into the overflowing Schoharie Creek as a crew of bridge inspectors tried to wave him off. The center of Irene came within 60 miles of Ayden, a small town proud of its stately, century-old oaks and shady, historic neighborhoods. Trees toppled as the storm’s winds buffeted the town for hours on end. “The wind just kept coming and coming,” Pitt County Sheriff Neil Elks said. “The more rain, the more wind, the more downed trees we had.” Tim Avery, 50, died when a tree crashed into his Ayden home, Town Manager Adam Mitchell said. Avery’s sister went to check on him Sunday after she hadn’t heard from him, and she discovered the tree on top of his house. Robinson, 27, had been missing since going into the river from the Castle Hayne boat ramp early Saturday morning as Hurricane Irene’s more intense bands of rain and wind starting coming ashore. The New Hanover County Sheriff’s Office, along with N.C. Wildlife and New Hanover County fire officials, attempted to search for him after the call came in at 12:30 a.m. but pulled back because of hazardous weather conditions, according to New Hanover County sheriff’s Sgt. Hoffman, 56, also of Harrisburg, were in a tent off state Route 443 when strong winds from the storm brought down the tree. “Jason Dahms of Hellertown was killed when his SUV plunged off the PA Turnpike’s Northeast Extension in heavy rain early Sunday, according to media reports…. he lost control of his SUV, struck a guide rail and went down an embankment along the Northeast Extension of the Pennsylvania Turnpike, according to a story published on The Morning Call. After going down the embankment, the vehicle reportedly struck a utility pole and ended up on its side. State police believe heavy rain was responsible for the crash that killed Jason Dahms, according to both the Morning Call report and a story published by WNEP. Edward and Marion Eck: Aug 30/Sep 2: “The deaths of an elderly Pike County couple may be blamed on carbon monoxide poisoning from a generator used while power was out in the aftermath of Hurricane Irene, authorities said Wednesday. Edward C. Eck Jr., 82, and his wife, Marion (Jones) Rumney Eck, 79, were found unresponsive by neighbors on the morning of Aug. 30. The couple were found in bed in their Greene Township home on Maple Lane, state police said.
“The home was without electricity due to the storm, and a generator was running outside of the house, officials said. The windows were closed. Firefighters measured a high level of carbon monoxide inside the home, Pike County Chief Deputy Coroner Chris Brighton said.
“Edward Eck died before they were found. Marion Eck was flown to Lehigh Valley Hospital and later moved to the Hospital of the University of Pennsylvania. She died Sept. 2. The official cause of death will be confirmed pending results from toxicology tests, state Trooper Sandra Van Luvender said.
“A gas generator can create 100 times more poisonous carbon monoxide gas than a car’s exhaust, according to the National Institute of Standards and Technology. A study by the Centers for Disease Control and Prevention showed that during the 2004-05 hurricane season, half of the deaths caused by carbon monoxide poisoning involved generators used within seven feet of a home. That study prompted research to determine how far a generator should be from a home for safety. The study found even 15 feet away from the home is not enough.
“Some generator manufacturers recommend in their instruction manuals that power cords be “as short as possible, preferably less than 15 feet long, to prevent voltage drop and possible overheating of wires,” the study noted. But the use of short extension cords may result in placement of a generator where a significant amount of carbon monoxide enters the home. The safest operating distance is, “as far as possible” the research shows. Patricia O’Neill: “A 64-year-old East Norriton woman has become the fifth Pennsylvanian whose death was blamed on Hurricane Irene. Whitemarsh police discovered the body of Patricia O’Neill just after 5 p.m. Sunday along the Wissahickon Creek near Bethlehem Pike, about a half mile away from where her abandoned car had been found earlier in the day. Investigators believe she may have become stranded while trying to get to her job as a bookkeeper at the Genuardi’s in the nearby Flourtown Shopping Center….
“The Wissahickon Creek near Whitemarsh experienced some of Montgomery County’s worst flooding Sunday, when emergency responders and National Guard troops rescued several people from their flooded homes….
“O’Neill was en route to her job about at 2 a.m. when her car became stuck in rising flood waters, police said…O’Neill always started her workday at 4:30 a.m. at the market in the…Shopping Center on Bethlehem Pike. She balanced the books and cash receipts from the previous day’s business, and set up the cashiers’ tills for the morning. “A father of two killed Sunday afternoon by a falling tree outside his Pocono Township house is being remember as a hero during the final seconds of his life. Michael Sceranko, 44, pushed his son, Michael Jr., from the path of a falling tree just before the tree killed him, police said. High winds from the remnants of Hurricane Irene are being blamed for his death. The two were using a car battery to power a pump as they worked to remove water from the basement of their house on Clemens Circle in Pocono Haven when the tree snapped and began to fall. “He pushed his son out of the way and there was time to save himself,” said Pocono Township Police Corp. Dan Kresge. “He did what any parent would do. It was heroic,” he said. Elwood “Spark” Longyhore, Monroe County deputy coroner, said Sceranko was killed instantly when the tree fell around 2:30 pm. Richard C. Shotwell: “Winds from Tropical Storm Irene uprooted a tree and killed a man Sunday morning at a campsite in Ross Township, Luzerne County Coroner John Corcoran said. The man was identified as Richard C. Shotwell, 41, of Wilkes-Barre. The man was sleeping when the tree crashed down on his camper around 9:30 a.m. at the Hidden Lake Campground, off of Hunlock-Harveyville Road, Corcoran said…. “It definitely was weather-related, storm-related,” Corcoran said. Aug 29: “….Vermont residents are just beginning to sort through the damage and address the state’s worst flooding in a century after witnessing Irene turn small town streets into rivers and send cars toppling downstream. According to a Reuters report:
Hurricane Irene had been reduced to tropical storm status by the time it reached Vermont but it still dumped 7 inches of rain that flooded homes and businesses. Floodwaters gushed through downtown Brattleboro, an artsy community of 12,000 along the Connecticut River.
“The Burlington Free Press reported on two deaths in the state, a 21-year-old woman and a child [?]. The scenes from the Green Mountain State also produced some of the most shocking and troubling footage of any region affected by the natural disaster.
“Video of the 141-year-old Bartonsville Bridge collapsing as it was washed away by flooding quickly circulated the Web among other home footage of the devastating flooding that overtook small Vermont towns.

Garofano: “Rutland — Rain had been pummeling Rutland all morning on Aug. 28, but it was only in the early afternoon, when Tropical Storm Irene’s downpour intensified, that Michael J. Garofano, 55, set out to determine how the city’s water-supply system was holding up. Joining him was his son, Michael G. Garofano, 24…. They didn’t have to go just then — not at the height of the storm, much less on a Sunday better spent hunkering down. But for the elder Garofano, this intemperate foray was entirely in character… he was dedicated to his job as water treatment manager and to his longstanding role as chief steward of the city’s water supply. “The day before Irene arrived, anticipating a storm surge that could contaminate the brook — and hence, the reservoir — Garofano had closed the intake valve. Now, as the storm raged, he was wondering about the intake building and infrastructure. If there was a problem that could be dealt with, his son was with him to lend a hand. Michael G. Garofano, who was making a career for himself as a landscaper, had apparently inherited his father’s work ethic….
“By early afternoon that Sunday, as Irene’s deluge continued, Mendon Brook was roaring and creating havoc. It washed out part of U.S. 4 in Mendon and destroyed a lengthy section of the Alpine Pipeline, which carries sewage from Killington to the Rutland wastewater treatment plant. Deputy Chief Francis Robillard was on duty at Rutland Fire Department headquarters when one of his colleagues called in from the field to report the breach in the pipeline. The break was within Rutland’s watershed, so protocol mandated that Rutland’s water treatment manager be notified, because sewage in the intake could contaminate the reservoir. (That probably wouldn’t happen in this case, because Garofano had closed the intake valve the day before.)…. An hour went by [after the call]. ‘About 2:30, I called them,’ Robillard said. ‘It went right to voice mail.’ Something was wrong. ‘We sent a crew up there to look for them, with a police officer and K-9,’ Robillard said. ‘We knew the information wasn’t good.’ The searchers reached the scene about 3 p.m. They found the truck, parked about two-tenths of a mile from the intake, the road to which had been inundated. Also washed out, officials later learned, was a section of the supply pipeline carrying water from the intake to the reservoir. The dog followed the Garofanos’ scents through the woods and up to where a caved-in embankment overlooked the washout and the intake, Robillard said. No sign of them.
“The search resumed Monday morning on a larger scale as the floodwaters receded. It was a community effort — Garofano family members and friends, volunteers, public works employees, construction workers. Michael J. Garofano’s body was found in a pile of flood debris about a half-mile down from the intake. The active search continued at full strength through Friday, but several more weeks went by before Michael G. Garofano’s body was located, about a mile farther downstream.
