Oct 20: “Tallahassee — It’s been 10 days since Hurricane Michael slammed the Panhandle and decimated whole cities, from the coastal beach towns to the rural, wooded communities north. Since the Category 4 storm hit Oct. 10, at least 27 people have been confirmed dead in Florida…
“While the state has released up-dated counts of the dead, many of those victims remain largely nameless — so far, just a collection of ages, home counties and causes of death….
“Tight-lipped state emergency officials say they can’t confirm some deaths because of damaged infrastructure and bad communication in Bay and Gulf counties. Officials also initially said they could not release victims’ names due to a 1996 law that provides data privacy and security for medical information. Yet that law applies only to healthcare providers.
“Officials then said the state’s Division of Emergency Management and the state emergency response team does not ‘receive information regarding the identity of storm victims,’ according to spokesman Alberto Moscoso.
“But local authorities have in piecemeal begun releasing the identities of those killed during and after the storm….

The probable cause of death was listed as multiple organ failure/sepsis due to the infection, with obesity and exposure to floodwaters listed as contributing factors.”

[78] “Darrell McKinley, 82, of Apalachicola [Franklin Co.] died Nov. 13 after trying to manually open his garage door while power was out at his home. He struck his head on the door and fell, resulting in a hip fracture. He died under hospice care in Leon County. The probable cause of death was listed as ‘failure to thrive,’ with a broken bone and several illnesses listed as contributing causes.”

The Bay County medical examiner stated in a telephone conversation on 12-11-2018 that the victim had been staying in someone’s old camper, and his body was found outside the camper the next day — death ruled natural causes.
